Award of Contract to All American Asphalt and Amendment of the FY 2020-21 Capital Improvement Program (CIP) Budget by Appropriating Funds to “Major Street Rehabilitation - 2015 Metro Call,” Project No. 428-2590-XXXXX-67918
It is recommended that the City Council take the following actions:
1) Adopt the following resolution:
RESOLUTION NO. 2020-166 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2020-21 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY UNAPPROPRIATING $19,359 OF MAYORAL SERIES “BI(AX/AI)” BOND PROCEEDS FROM “EXCESS RDA BOND PROCEEDS ALLOCATION,” PROJECT NO. 428-25890-XXXXX-71041, THEREBY CLOSING THE PROJECT, AND APPROPRIATING $19,359 OF MAYORAL SERIES “BI(AX/AI)” AND $800,000 OF AVAILABLE PROP C FUNDS TO “MAJOR STREET REHABILITATION - 2015 METRO CALL,” PROJECT NO. 428-2590-XXXXX-67918, FTIP #LAF9526, POMONA ACTIVE TRANSPORTATION PROGRAM (ATP) PHASE 2 BICYCLE NETWORK FOR COMMUNITY ACCESS - LAMTA #F9526
2) Award a construction contract to All American Asphalt for “Major Street Rehabilitation - 2015 Metro Call,” Project No. 428-2590-XXXXX-67918, FTIP #LAF9526, Pomona ATP Phase 2 Bicycle Network for Community Access - LAMTA #F9526 (All Base Bid Schedules A, B, C, D, and E, and Additive Alternates 1, 2, 3, 4 and 5), in the amount of $9,154,357;
3) Authorize bikeway markers to be installed along the Valley Boulevard Class IV bikeway (cycle track) to include the City of Pomona and potentially various schools (Cal Poly Pomona, Western University, i-Poly HS, and PUSD) and commit to City maintenance or removal of said bikeway markers;
4) Authorize night and/or weekend work for Valley Boulevard, Holt Avenue from Temple Avenue to Fairplex Drive, and McKinley Avenue from White Avenue to Westerly limit;
5) Find that the project referenced above is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) and that the proposed project will not have a significant effect on the environment; and
6) Authorize the City Manager to execute the construction contract, along with easements with property owners along Valley Blvd., as needed, amendments to the contract, and any subsequent change orders on behalf of the City.
